Professional OBD-II emissions testing – required in select Texas counties

Big changes came to **Texas vehicle inspections** on January 1, 2025. Thanks to House Bill 3297, **non-commercial vehicles no longer require an annual safety inspection** before registration. However, **emissions testing is still mandatory** in certain counties, and a small replacement fee now applies statewide.

At LMC Complete Automotive, we’re a certified inspection station ready to handle your **Texas emissions inspection** quickly and accurately. Whether you need an emissions test for registration or just want peace of mind, we’ve got you covered.

Major Changes to Texas Vehicle Inspections in 2025

  • No more safety inspections for personal (non-commercial) vehicles statewide.
  • Emissions tests still required in 17 designated counties (see list below).
  • New $7.50 Inspection Program Replacement Fee added to annual registration (new vehicles pay $16.75 for two years).
  • Commercial vehicles still need full safety inspections.

Which Counties Still Require Emissions Testing?

As of 2025, gasoline-powered vehicles 2–24 years old registered in these counties must pass an annual emissions test:

  • Brazoria, Collin, Dallas, Denton, El Paso, Ellis
  • Fort Bend, Galveston, Harris, Johnson, Kaufman
  • Montgomery, Parker, Rockwall, Tarrant
  • Travis, Williamson

Note: Bexar County will require emissions testing starting in 2026.

If your vehicle is registered outside these counties, no inspection or emissions test is needed—just pay the replacement fee at registration.
